That is a good section but my vote would be open with the first meaning as
you have been suggesting.  XML is an exact thing as defined by the w3c
extensible markup language recommendation(s).

People say the text <a/> *is* XML but more precisely it *is* a "document"
that comples with the "a" markup language which in turn complies with the
rules of XML.  From this I determine that XML is not a language but rather
rules and mechanisms for creating languages - a markup language Framework
(MLF) or some such thing.  But I would not want to be a revisionist because
it can cause confusion on what is otherwise a great tool.

The majority of this article concerns the first meaning. Wikipedia  
contains numerous articles covering many of the specific XML languages
