Isn't that how the W3C process works in theory?

The WG de facto decides a specification is ready and at the Proposed Recommendation stage the whole W3C membership gets to vote.

Is your point that those companies who work on the WG should not get a vote at the PR stage?

It would be interesting to know what % of W3C membership actually votes on each spec.
