I assume there is an emphasis on the word "all", else I can't imagine a
practicable system for any kind of information exchange among independent
parties.

"Information anarchism" isn't likely to produce useful results either.  So
much for inventing tags as you go or as the spirit moves you.  (Which, I
might add, seems to be an at least implicit agenda in major parts of the
XML world.)
