The point of the documentation namespace idea is that the author of
the stylesheet could use whatever documentation namespace they want,
and explicitly label it as being a documentation namespace. If you
want use dc:Description then you can do so. If I want to use html:p
then I can do so. The XSLT processor would recognise the element as
being documentation by dint of the namespace.
