Parsing most certainly can continue even though a document is invalid, as long as it is well-formed. The XML spec clearly distinguishes between fatal errors, errors, and warnings. An error is "A violation of the rules of this specification; results are undefined. Conforming software may detect and report an error and may recover from it."
