A true unification of the XML and Namespaces spec would only make
sense if various other things were done, in particular dealing with
the special-case "pseudo-namespaced" attributes xml:lang and
xml:space.  This would be a good thing, but we decided not to add that
to our task-list right now.

Getting specs done is largely a matter of reducing your ambition to the
point where someone actually has time to do the work...
