0. INTRODUCTION
This specification provides the definition of the Social administration message (SOCADE) to be used in Electronic Data Interchange (EDI) between trading partners involved in administration, commerce and transport.
1. SCOPE
1.1. Functional definition
A message is sent by an employer to an organisation to report information regarding to person(s) who get wages or advantages, as goods granted by an employee, from an employer. It may relate about an event concerning one or more employee(s) or report on staff activities during a specific period of employment.
1.2. Field of application
The Social administration message may be used for both national and international applications. It is based on universal practice related to administration, commerce and transport, and is not dependent on the type of business or industry.
1.3. Principles
This message may be used to transmit information:
- regarding individuals who receive wages or advantages from
an employer during a given period and who are entitled to a working contract.
- regarding the status of one or more person(s) who receive
wages or advantages from an employer.
- regarding a particular event concerning one or more
employee(s).
The employer, responsible for declaration may request a third
party to declare for its own.

4. MESSAGE DEFINITION
4.1. Segment clarification
This section should be read in conjunction with the segment table which indicates mandatory, conditional and repeating requirements.
4.1.1. Header section
Information to be provided in the Header section:
0010 UNH, Message header
A service segment starting and uniquely identifying a message. The message type code for the Social administration message is SOCADE. Note: Social administration messages conforming to this document must contain the following data in segment UNH, composite S009:
0020 BGM, Beginning of message
A segment by which the sender uniquely identifies the declaration by means of its type and number and when necessary its function. 0030 DTM, Date/time/period
A segment specifying dates and, and when relevant, time for the whole message. If the function of the message is to modify or to delete a previous message, the date and time of modification or deletion must be specified. 0040 RFF, Reference
A segment providing an additional reference relating to this message and if necessary, the reference of a previous message that has been modified or deleted. A group of segments identifying parties involved in the transmission. 0060 PNA, Party identification
A segment identifying names of parties and their functions regarding the exchange of the message. 0070 RFF, Reference
A segment identifying references of the message for the relating party identified in the previous PNA segment. 0080 CTA, Contact information
A segment identifying the person or the department to whom the communication should be directed. 0090 COM, Communication contact
A segment identifying a communication type and number for the contact specified in the previous CTA segment, if CTA is not present the contact is the party specified in the previous PNA segment. 0100 Segment Group 2: ADR-FTXA group of segments identifying parties identified in the previous PNA segment. 0110 ADR, Address
A segment identifying the address of the relating party. 0120 FTX, Free text
A segment providing additional text information to the previous ADR segment.
4.1.2. Detail section
Information to be provided in the Detail section:
0130 UNS, Section control
A mandatory service segment placed before the first user segment in the detail section to avoid segment collision. QTY-CTA-COM-SG4-SG5-SG6 A group of segments giving all required information relating to a company or a person and, if relevant, for all of its local units, responsible for declared information. 0150 PNA, Party identification
A segment giving the identity of an employer responsible for the production of the message or the person who receives wages or an advantage from the employer. 0160 FTX, Free text
A segment providing any additional information with regard to the name of the employer or the person who receives wages or an advantage from the employer (e.g. if the length of a name exceeds the available number of characters within the PNA). 0170 PDI, Person demographic information
A segment indicating the marital status of a person. 0180 REL, Relationship
A segment indicating a hierarchical relationship inside a company (e.g. headquarter, local units) or a relation between two declared persons. 0190 DTM, Date/time/period
A segment providing any relating dates regarding the person or the employer (e.g. date of birth for the described person). 0200 NAT, Nationality
A segment giving the nationality of an employer responsible for the production of the message or the concerned person. 0210 LOC, Place/location identification
A segment providing place of birth of the person described. 0220 FII, Financial institution information
A segment indicating the bank account of an employee. 0230 ATT, Attribute
A segment specifying any personal attributes regarding the person described. 0240 EMP, Employment details
A segment indicating the main activity of the employer or the person who receives wages or an advantage from an employer. 0250 MOA, Monetary amount
A segment giving the total of amounts concerning a wage earner charges paid by the employer (e.g. salaries, fees, etc). It also indicates the reference level salary that is used for contribution of a natural person, and any amounts registered for a particular person who receives wages or an advantage from the employer. 0260 QTY, Quantity
A segment giving any total for each type of amounts or quantities regarding each wage earner (e.g. number of full time workers, number of working days, etc) and totals for each type of amount or quantities regarding an employer. 0270 CTA, Contact information
A segment identifying the person or department responsible of the declaration or concerned by the declaration may be contacted. 0280 COM, Communication contact
A segment identifying communication type and number for the person or the department identified in the previous CTA segment. 0290 Segment Group 4: RFF-DTMA group of segments specifying additional references related to the employer or the person and associated dates. 0300 RFF, Reference
A segment specifying additional references related to the employer or the described person. 0310 DTM, Date/time/period
A segment indicating dates and time, if necessary, relating to the reference. 0320 Segment Group 5: ADR-FTXA group of segments giving information about pertinent addresses of employer and concerned persons. 0330 ADR, Address
A segment indicating an address relating to the employer or the person concerned by the declaration. 0340 FTX, Free text
A segment specifying additional information regarding the address of the employer or the concerned person. SG7-SG8-SG9-SG10 A group of segments describing a contract or a procedure regarding wage earners in which the employer is involved.
