0. INTRODUCTION

This specification provides the definition of the Periodic customs declaration message (CUSPED) to be used in Electronic Data Interchange (EDI) between trading partners involved in administration, commerce and transport.


1. SCOPE


1.1. Functional definition

This Periodic Customs Declaration Message (CUSPED) permits the transfer of data from a declarant to a customs administration for the purpose of meeting legislative and/or operational requirements in respect of the periodic declaration of goods for import or export. The message may also be used, for example :

  • to transmit consignment data from one customs administration to another;
  • to transmit data from a customs authority to other governments agencies and/or interested administrations;
  • to transmit data from a declarant to the appropriate data collection agency on the movement of goods between statistical territories.

1.2. Field of application

The Periodic customs declaration message may be used for both national and international applications. It is based on universal practice related to administration, commerce and transport, and is not dependent on the type of business or industry.


1.3. Principles

This message incorporates the necessary complementary and/or aggregated data relating to transport, statistical and customs information of a given period.

The design principles adopted allow for referencing one or more previous simplified Customs declarations pertaining to the same periodic declaration. A customs item consists of the grouping of document lines having the same customs characteristics (e.g. tariff number, declared use, etc.). The message correspondingly permits the use of single or multi-packaging concepts and their identification to a customs item.

4.1. Segment clarification

This section should be read in conjunction with the segment table which indicates mandatory, conditional and repeating requirements.

A service segment starting and uniquely identifying a message. The message type code for the Periodic customs declaration message is CUSPED.

A segment identifying the parties relevant to the entire message. For example, importer, ultimate consignee, etc.

A segment identifying references relating to the party specified within the group. For example, a special mailing request number for refunds relating to the customs transaction.

A group of segments identifying the contacts and communication numbers relevant to the NAD.

A segment identifying a contact person(s) or department(s) associated with the party specified in SG2.

0160 COM, Communication contact

A segment identifying the phone number, fax number or other communications number of the party and/or contact specified within SG2.

A group of segments identifying monetary amounts, currencies and their exchange rates, when required for the whole periodic declaration.

A segment identifying the reference number of the previous simplified Customs declaration heading this group.

A segment specifying control totals within this group. E.g. the total number of Customs items, and values.

A segment identifying the various references relevant to the whole previous simplified Customs declaration.

0310 DTM, Date/time/period

A segment identifying a date related to the whole previous simplified Customs declaration identified in DMS.

0320 X GIS, General indicator

A segment identifying any necessary processing indicators where these are required.

0330 LOC, Place/location identification

A segment identifying a place or location related to the document identified in the DMS. E.g. Customs office of entry, country of purchase.

0340 EQD, Equipment details

A segment identifying the equipment (e.g. container id) used to transport all the goods related to the whole declaration identified in DMS.

A segment identifying the number and type of packages related to the whole declaration identified in DMS.

0360 TDT, Details of transport

A segment identifying the mode and means of transport used.

0370 Segment Group 8: NAD-RFF-SG9

A group of segments identifying the parties relevant to the whole declaration identified in DMS, with their related references, contacts and communication numbers.

0380 NAD, Name and address

A segment identifying the parties relevant to the entire declaration. For example importer, ultimate consignee, etc.

0390 RFF, Reference

A segment identifying references relating to the party specified within the group. For example, a special mailing request number for refunds relating to the customs transaction.

A group of segments identifying various monetary amounts, currencies and rates of exchange that pertain to the whole declaration.

A segment identifying a monetary amount related to the whole declaration.

0540 Segment Group 13: CUX-DTM

A group of segments identifying currencies, rate of exchange and an associated date.

0550 CUX, Currencies

A segment identifying currency details and a rate of exchange related to the preceding MOA.

0560 DTM, Date/time/period

The effective date of the rate of exchange reported in this group.

0570 Segment Group 14: TAX-MOA-GIS

A group of segments identifying the totals and duty/tax/fee levels due for the declaration and summarizing this total by each accounting code included in the total due.

0580 TAX, Duty/tax/fee details

A segment identifying the summary tax type, rates and base for a full declaration.

0590 MOA, Monetary amount

A segment identifying amounts associated with the preceding TAX (e.g. total amounts for each duty/tax/fee).

0600 X GIS, General indicator

A segment identifying an indicator related to the preceding TAX (e.g. summary method of payment).

0610 Segment Group 15: CST-FTX-LOC-DTM-MEA-NAD-TDT-SG16-SG18-

SG20-SG22-SG23-SG24-SG25-SG26-SG27-SG29 A group of segments identifying detailed information for a single customs item of a customs declaration.

0620 CST, Customs status of goods

A segment identifying the customs tariff of the goods, their required treatment and, where these are different to the header information, the type of declaration and the current status of the goods.

0630 FTX, Free text

A segment identifying the goods, related to the preceding CST.

0640 LOC, Place/location identification

A segment identifying the places relevant to a customs item. For example, country of origin, country of export, etc.

0650 DTM, Date/time/period

A segment identifying dates particular to the customs item. For example, date of original exportation.

0660 MEA, Measurements

A segment identifying the necessary statistical information requirements related to a tariff number. For example, net weights, volumes, etc.

0670 NAD, Name and address

A segment identifying a party particular to the customs item when required by customs. For example, manufacturer of the goods.

0680 TDT, Details of transport

A segment identifying transport details, for statistical purposes, on goods crossing statistical boundaries.

0690 Segment Group 16: PAC-SG17

A group of segments identifying the number, type and reference of the packing units associated with the customs item.

0700 PAC, Package

A segment identifying the number and type of packages relating to the customs item.

0710 Segment Group 17: PCI-FTX

A group of segments identifying marks and labels, and giving the description of single packages associated with a customs item.

0720 PCI, Package identification

A segment identifying markings and labels on the type of packages reported in the preceding PAC.

0730 FTX, Free text

A segment describing the goods identified in PCI in narrative form.

0740 Segment Group 18: MOA-SG19

A group of segments identifying various monetary amounts, currencies and rates of exchange that pertain to the customs item.

0750 MOA, Monetary amount

A segment identifying the monetary amounts necessary for statistical and duty purposes.

A group of segments identifying currencies, a rate of exchange and an associated date related to the preceding MOA.

0770 CUX, Currencies

A segment identifying currencies and the rate of exchange for an amount reported in the preceding MOA.

A group of segments identifying report documentary requirements of particular government agencies with the optional name and address of the agency involved, description and monetary amounts associated with a customs item.

A segment identifying a document related to a customs item.

0810 DTM, Date/time/period

A segment identifying dates associated with the preceding DOC.

0820 LOC, Place/location identification

A segment identifying a location associated with the preceding DOC.

A segment identifying the identity and address of the agency related to the documentary requirement.

0840 GIN, Goods identity number

A segment identifying any line or range of lines on the commercial document reported in the preceding RFF segment, that contains goods on this customs item.

0850 MOA, Monetary amount

A segment identifying commercial document line monetary amounts where the Commercial Group is not offered but an administration requires this information.

0860 Segment Group 21: IMD-FTX

A group of segments identifying a commercial description for a documented commodity that is associated with this customs line item.

0870 IMD, Item description

A segment identifying the coded industry description of the merchandise on the document line(s) identified in the preceding GIN segment.

0880 FTX, Free text

A segment identifying the documented merchandise in narrative form.

0890 Segment Group 22: RFF-DTM

A group of segments identifying references and dates relating to the customs item.

0900 RFF, Reference

A segment identifying particular references relating to the customs item. For example, the invoice number of any invoice that contains merchandise on this customs item.

0910 DTM, Date/time/period

A segment identifying a date associated with the preceding RFF.

0920 Segment Group 23: TOD-LOC-FTX

A group of segments identifying the terms of delivery pertinent to a customs item.

0930 TOD, Terms of delivery or transport

A segment identifying, in coded format, the terms of delivery of the entered goods, where these are specific to the customs item.

A segment identifying the place of delivery associated with the preceding TOD.

A segment identifying any necessary processing indicators related to the tariff number in the preceding GIR segment, where these are required by customs.

1170 NAD, Name and address

A segment identifying a party particular to the goods governed by the tariff number in the preceding GIR segment. For example, manufacturer of the goods.

A group of segments identifying various monetary amounts, currencies and rates of exchange that pertain to a secondary tariff number within a customs item.

1200 MOA, Monetary amount

A segment identifying the monetary amount necessary for statistical and/or duty purposes, as it relates to the tariff number in the preceding GIR segment.

A group of segments identifying currencies, a rate of exchange and related date for an amount reported in the preceding MOA.

A service segment ending a message, giving the total number of segments in the message (including the UNH & UNT) and the control reference number of the message.
