At one point there was certainly an idea that XSLT 3 would be without
arrays, maybe also without maps, and there would be an XSLT 3.1 that
would allow the use of XPath 3.1 with arrays and maps.
That way XSLT 3 didn't have to wait for what seemed interminable
discussions...
