Also a lot of other software depend on these basic platforms being pre-installed. It's just a one-time install , once you configure JDK or .Net (your choice) , all other software that use those technologies will work with no further configuration. It's also a good idea not to pre-package the dependencies into any one software , because it gives the flexibility to the end-user to use whatever version of JDK or .Net they want , that is compatible with the s/w being installed.
