Are you sure that you need a large number of variables, rather than a
variable that contains a lot of structure?
instead have having
<xsl:variable name="v1" select="1"/>
<xsl:variable name="v2" select="2"/>
<xsl:variable name="v3" select="3"/>
you might have
<xsl:variable name="vx">
<v>
<v1>1</v1>
<v2>2</v2>
<v3>3</v3>
</v>
</xsl:variable>
<xsl:variable name="v" select="x:node-set($vx)"/>
