This is a faq
You want the Xpath
translate(/element/title, '"', "'")
Then you need to put that in an XML attribute, to an XML parser all of
the above is just a string of characters, and always in XML to get a
string using " into an attribute you need to use ' to delimit the value
or quote the " as " so:
<xsl:value-of select="translate(/element/title, '"', "'")" />
or
<xsl:value-of select='translate(/element/title, '"', "'")' />
