When I try adding "order=descending" to each sort
  i get no output.

assuming you did

<xsl:sort order="descending" select="substring-before....

then it should work (or something else is broken)

in the later case you can just negate the numbers as an alternative way
of inverting the sort


<xsl:sort  select="- number(substring-before....
