You can use XML entities for that, these are expanded in the XML parse
before XSLT starts...
<!DOCTYPE xsl:stylesheet [
<!ENTITY path "http://foo/bar/baz/">
]>
<xsl:stylesheet ...
...
... href="&path;myfile.xsl"/>
