<!-- --> is a comment, so the above is equivalent to
<xsl:copy-of select="document()" / >
which is a syntax error.
If you know wher ethe #include finds its file you could do
<xsl:value-of select="document('some/path/JScripts/Buttons.xml')"/>
but note that you need to have an xml version of the .js file
which can be as simple as
<x><![CDATA[
... javascript code
]]>
</x>
