Yes, you can use the "identity transformation" :
<xsl:template match="@*|*">
<xsl:copy>
<xsl:apply-templates select="@*|node()"/>
</xsl:copy>
</xsl:template>
this template is very low priority (being not specific at all) and will
be overridden by any more specific template matching your header or
footer.
