It's not actually a function but a node test. It does match on 
attributes, but because you have not supplied an axis it defaults (like 
every other expression) to the child: axis, and their are no attributes 
on that axis.

attribute::node()

does select attributes.

there are never any attribute document or namespace nodes in the child axis.
