I missed that reference the first time around; it's interesting work.  I can imagine that in 2001 it may have been difficult to have the foresight to see EXI coming (although I freely admit I don't know the history there), but even with EXI in mind, it's possible folks might have been envisioning a world in which there was some uncertainty about its achieving widespread adoption, and aimed at a lower common denominator.  Just speculating freely though - please correct me...
