With the RDF mismatch I've often wondered about basing XML on a graph
rather than a tree.


+1000!

Yup!! I have had this thought more than once. Trees are easy because they have an implicit traversal structure, but in a networked environment, there are a great number of potential graphs that are not even remotely tree-like.
