There are a number of drivers that cause software to become large and overfeatured, however if you have a bloated spec you are sure to get a bloated parser. Xerces 2.x attempts to make their parser modular with XNI (replaces SAX) - my understanding was they bolted on schema validation as a pipeline feature. Indeed, after there are a few parsers, the value proposition of any parser is the feature support, such as API support and support for related standards. The market works against minimalist implementations. Look at Xerces: absolutely enormous, and much bigger than, say, James Clarks SP and XP combined.
