That might work if the service is vetted. 
On the other hand, if the web service 
is external, availability (QoS) issues are 
still relevant.

There have been some good security articles recently on CNet 
regarding approaches to security from the hardware vendors 
such as Cisco and software approaches such as HP.  HP is 
continuing down the line of thought that one can treat a 
network as a biological system, an approach I said was 
metaphorical in the Information Ecosystems paper [1], but which 
turns out to be applicable.

What's really scary is that this is their idea of how to improve security.
