That W3C note is the early ancestor of today's XBL but that's as far as 
it goes. Today, XBL offers a way to attach behavior to markup, build new 
widjets, allow anonymous content[2] etc. And you just do it by XML and 
ECMAScripting.

[2] For example, you can build a <my-extended-div> tag, actually 
composed of other elements behind the schenes; but it will only be 
available as one element in the DOM.
