In either case the base URI of the file is likely to be a file: URI and this URI is directly visible from an XSLT 2 stylesheet and has observable effects from an XSL 1 stylesheet or various other API. I never want to enter file:: uris directly but I do a lot of XML processing on local files and some URI scheme is needed for that.
