The document has a few editorial changes to the previous version of 
the Committee Specification. The Entity Resolution TC is doing an 
internal review for two weeks, then we'll start the formal process of 
applying for OASIS Standard (which includes a public review).

Basically, as John said, the TC thinks it's finished but the OASIS 
membership hasn't had a chance yet to say whether they think it is 
worth calling an OASIS standard.
