I'm not familiar with OASIS' decision process, but this document looks
finished:

(A working PDF would be nice though.)

How big event is this? Will this be looked upon in 2 years as a milestone
for entity resolving in XML? Will it be accepted? Is there any current
opposition to it? I know some people doesn't like URNs in namespaces for
example. Should any future versions of XML refer to this specification?
