Kiran,

If I understand correctly, you have a set of data encoded in BER (or PER) and want to convert it to XML.

Any ASN.1 tool that supports the recently-standardized XML Encoding Rules (XER) of ASN.1 along with BER (or PER) can be used to this purpose.  If you have the ASN.1 message descriptions available, it is easy to convert your data from BER to XML. Then you need to process this XML further to make it comply to your DTD.

My company's ASN.1 tools support this.
