Do you (not you, Tom, the original poster :), have an ASN.1 file that 
descrbies the data, or do you have an actual DER/BER/PER/XER/whatever 
file that has encoded data?

Since the ASN.1/XML mapping is pretty solid at this point, I would look 
around at some ASN.1 compiler vendors.  You might be able to ge 
evaluation versions that do exactly what you want.
