ANY.   Something about designing for extensibility.

We discussed our approach to XML Schemas this 
week with a group of customers.  Of course, it 
is modularized IAW Costello's best practices. 
The user that was most delighted was the one 
that said he wanted to be able to change these 
himself, at least, by extending them.

And he has to understand the risks.

Let's see now, what I do when I realize I need to add something new is 
change the DTD. Oops, that's exactly what we don't want our users to do....
