My answer wasn't meant to say anything at all about MSFT's intentions.

I was simply offering some constructive real-world advice about how to
achieve cross-browser code. I assume that the original poster's intent
was to deal with problems he was having WRT cross-browser code.

I'm the wrong person to ask about IE standards strategy (I simply don't
know, and don't even know who I would ask), and am not interested in
getting into debates about who is to blame for the sorry state of
cross-browser scripting.
