Hmmm.... an idle thought suggests that non-validating parsers which
don't retrieve external resources may actually have an advantage here,
as the parser should assume that the undefined entity is just the result
of an unretrieved DTD fragment and use something like skippedEntity() to
report it.

Ouch.
