A quick Google search reveals that Expat supports VMS. See:

http://expat.sourceforge.net/.

Also HP/Compaq has an XML Technology for OpenVMS Alpha page which offers 
Java and C++ versions of Xerces at:

http://www.openvms.compaq.com/openvms/products/ips/xml/
