Maybe or maybe not, but if they publish it on the 
web where the URI will become clickable, they do 
even if they have to give it to the sys admin to 
get it posted.

I also believe in markup Off The Web.  That is 
one reason I like to keep Public IDs as an 
option.  Call them URNs if you like.  On the 
other hand, most of the time, I will put http:// 
URzeds in there and try to keep a current 
"Why are you looking in here?" document there.

I am not worrying about confusing the programmers. 
They are paid to be confused.  I am not happy about 
confusing customers and users with explanations that 
presume a precise understanding of the differences 
between Platonic and Aristotelian systems.

Of course, because anyone who authors an XML document has access to a
web server.
