Two points:

1) The XPointer family of specs does not say what the fragment ID syntax of
the text/xml, application/xml, etc. family of media types is.
That is the job of a yet-unwritten RFC.

2) XML Schema support can be as simple as "I don't do XML Schema, so there
are no ids of the relevant type in this document."
