And if they all do, what is the fuss about?  There 
is no need to fold anything back into XML core.  It 
is a change made for the cosmetics of the spec.

Other parts of the framework are a mess.  Why do this 
instead of focusing on fixing the parts that actually 
are broken?

Can you *name* a currently supported validating XML 1.0 processor which
doesn*t support namespaces already?
