Oh, one other thing, since most (if not all) cases of SOAP today going
over port 80 are with the explicit permission of the firewall
administrators, maybe the petition should say "Applications of HTTP MUST
NOT use port 80 unless they adhere to all of the semantics of HTTP.* or
else have been granted permission by the firewall administrator."

I'll sign that one!
