Hmmm.

RFC2396 says:

	URI-reference = [ absoluteURI | relativeURI ] [ "#" fragment ]

XML namespaces says:

	An XML namespace is a collection of names, identified by a URI reference...

So why do you say that a namespace name isn't (identified by) a URI
reference?
