Yes there is.  The XML Canonical Processor from ElCel Technology is a simple
command-line program that will apply the W3C's canonicalization algorithm to
one or more input documents and create canonical output.  It's free to
download (brief registration required).  Supported platforms are: Windows,
Linux and Solaris.
