Dunno...  I'm inclined to say something new.  When I look back at some
of the better technologies related to XML, most of them have come from
places other than the W3C.  SAX, for example.  So maybe an elected
management committee of XML-Devers who establish working groups based on
core competencies rather than cash infusions.
