The funny thing is how often we see that 
in proposals written by consultants from  
California who tell other customers that 
east coast programmers just don't 
understand their requirements.

30 seconds of downtime per year???

Presumably you write in assembly language on the bare metal of mil-spec
hardware, otherwise you are depending on other people's code/gear that is
nowhere near that reliable.
