In most environments, that may be true.  
For the web, it is exactly the opposite. 

That is why specs can become 
standards.  Implement a spec to find 
out if it works, then publish a standard 
so everyone who cares can prove it.

Note that on different ends of that 
continuum of agreement, different 
cares prevail.
