Apart from TEI of course, there is an interesting project from Charles Mueller in Tokyo: it is a multilingual dictionary of Buddhist and East Asian Literary Terms. Its base is English, with Chinese, Japanese (kanji, kana and romanji with macrons) and Korean entries. Last year he was doing it in XML, but he has now moved back to loose SGML: an HTML superstructure with XML-ish data islands. You can see that his approach is to use as specific markup as possible: his tagset is probably only appropriate for his own special documents. That is nice to see, amid the current conformism :-) (I am not sure of the specific reasons why he decided to abandon XML currently.) In my book "The XML & SGML Cookbook" I have about 7 or 8 pages on the subject of multilingual markup.
