But -- a missing DTD isn't a validation error.  No validity
constraint says "there must be a DTD".

The validation errors start coming in when the content uses
names that aren't declared ... first one will be the root element.

It's not that subtle a point; the syntax is optional, but if you
don't use it you will certainly run into validity errors.
