Ever. If one wants to use XML only in the context of one's own application, namespaces aren't useful or needed. One of the reasons XML is so great is that you don't *need* a DTD to process XML documents - are we just going to replace the DTD with namespaces, and require that all XML documents use namespaces of some sort?
