Here is my proposal:

Internet Explorer should not report errors about the intersection of
DTDs and namespaces beyond those specified by XML 1.0 and the namespaces
specification.

Or to put it another way:

Internet Explorer should accept any document that conforms to the XML
1.0 and XML namespaces specification.
