As far as I can tell, the W3C XML Schema proposal includes all the features of XML 1.0 DTDs, so it should be possible to automate migration of DTDs. Whether W3C XML Schemas completely replace XML 1.0 DTDs after the Schema proposal becomes a Recommendation is a tougher question.
