Comparing URIs

This specification uses absolute URIs to identify several components (for example, features and properties) and components characteristics (for example, operation message exchange patterns and styles). When such absolute URIs are being compared to determine equivalence (see [Equivalence of Components]) the URIs MUST be compared character-by-character as indicated in [tag-uri-comp].
