I would suggest that you look at Easy Data Transform, which is a visual tool
for extracting and manipulating data from various sources including Excel.
There are many ways to manipulate the data and you can visualize the results
of each step along the way. Once you have the data the way you want it, you
can save it as XML. I have no stake in the company or its software, except
that I am a satisfied user.
If you go this route, I suggest trying to get XML from the database so you
can bypass the CSV to Excel path. But Excel would certainly be suitable as
an input to Easy Data Transform. If you want a walkthrough of how I use this
