If it's with xsltproc, note that you do have access to (JavaScript-
syntax) regular expressions through an extension, so you can use
replace() - but you don't need it here.

You can write a short recursive template:
There are three cases:
    input is empty: do nothing;
    input does not contain a comma:
           generate xref element and finish
    input does contain a comma:
           use substring-before to handle the first item;
           call this template with substring-after to
           handle the rest.
