No, I guess, Apache FOP as it comes in Oxygen.
Does it mean that the perfect solution is impossible without 1.1 support?
There is no way in XSL-FO 1.0 to retrieve marker content into the
body region. I cannot think of a way to solve your problem without
using XSL-FO 1.1.
