Well
<xsl:template match="ns2:local"
xmlns:ns2="uri"/>
removes the element and its content while
<xsl:template match="ns2:local"
xmlns:ns2="uri">
<xsl:apply-templates/>
</xsl:template>
strips the element but copies its content.
